The problem here is that this isn’t just any court, it’s a "secret" court that’s going to be doing this overseeing.  Who’s going to keep an eye on the secret court to make sure it doesn’t just rubberstamp everything that comes along?

I’d venture to guess that the fact that it’s secret will make that difficult to say the least.
