The problem here is that this isn’t just any court, it’s a "secret" court that’s going to be doing this overseeing. Who’s going to keep an eye on the secret court to make sure it doesn’t just rubberstamp everything that comes along?

I can’t help wondering how much of this is real, genuine change for the better and how much is window dressing for the media to show the public.

My personal recommendation, based on all I’ve seen about Vista so far, Is to avoid it like the plague. Most users will be infinitely better off on Linux or XP or even 98SE.
