FCC chairman Chairman Julius Genachowski delivered a speech a couple weeks ago (yeah, I know, I'm behind the times again) in which he outlined his plan for the FCC to support net neutrality. You can read the full text of the speech here if you're feeling up to the challenge.
I call it a challenge because of two reasons.
1. It's on the long side. The guy takes over 3500 words to get his point across which makes finding the key items kinda like searching the ceramic tiles on the walls of a subway station for the three or four individual tiles that don't match the rest exactly.
1. Reading it is (for me at least) complicated by the unfortunate color choices made by whoever is in charge of such things at openinternet.gov. You see, they decided, for whatever reason to use "color: #535353;", which is a medium light gray, for their main text color against a white background. This makes reading that page a serious issue in eyestrain.
Yes, I know, I could make use of various means to alter the way that page is presented in my browser but honestly I don't think I should have to. I have never understood the obsession that some webmasters have with deliberately going out of their way to make the text portions of their websites difficult or nearly impossible to read if you don't have perfect 20/20 vision with no color issues.
When a page has a white, off white, or light colored background it only makes sense to maximize the amount of contrast between that color and the text color. If nothing else, make the text a flat black (color: #000000;). At a font size of 12pts that's actually a heck of a lot more readable with less eyestrain issues.
